Biography

Mr. Nohara Satoshi was appointed Director-General of the Commerce and Information Policy Bureau at Japan’s Ministry of Economy, Trade and Industry (METI) in October 2021. As head of the bureau, he oversees ministry policy for digital industries including the online creative content industry as well as cyber security.

Since joining METI, Mr. Nohara has served in several senior posts including Director of the Policy Planning and Coordination Division in the Economic and Industrial Policy Bureau and Director of the Budget and Accounts Division of the Minister's Secretariat.

During his time as Director of the Policy Planning and Coordination Division in the Economic and Industrial Policy Bureau, Mr. Nohara compiled measures for future investment strategies and formulated a New Economic Policy Package linking revolutions in both productivity and human resource development to address Japan's greatest challenges; its declining birthrate and aging population. As Director of the Budget and Accounts Division of the Minister's Secretariat, he prepared budget proposals for METI.

In 2020, while serving as Deputy Director-General of the Commerce and Information Policy Bureau, Mr. Nohara worked toward the successful enactment of the Act on Promotion of Development, Supply, and Deployment of Specified Advanced Information and Communications Technology Utilization System , leaving a legacy of achievements including the establishment of a tax system to promote investment in 5G.

Most recently, as the Deputy Director-General of Growth Strategy Council Bureau of the Cabinet Secretariat, Mr. Nohara implemented policy measures to support overall government growth strategies.
